Council approves rezoning and alley vacation for Skip Along Community Services’ $14.4 million early-childhood project

The Rock Island City Council on June 9 approved a rezoning, subdivision plat and an alleyway vacation to accommodate an early care and education project proposed by Skip Along Community Services.
City staff presented the requests for multiple properties on the southeast corner of First Avenue and Eleventh Street (zoning change to B3 Community Business, subdivision plat, and variances) and a separate alley vacation south of First Avenue between Eleventh and Twelfth Street. Council moved to approve the rezoning, plat and variance requests and then approved the alley vacation after a public presentation.
Marcy Mendenhall, identified in the meeting as CEO, told the council the project has been in development for about four years and that the partnership will increase slots for children birth to 5 and add school-age programming. She said the project will include intergenerational programming with Friendship Manor and parking improvements coordinated with Avila Church.
"This is a $14,400,000 project, and it's in that Eleventh Street corridor," Mendenhall said, and she thanked Alderman Barnes and city staff for their support.
Council voted on both the zoning/plat/variance package and the alley vacation; roll calls show unanimous approval on both items.
