Routt County advances airport terminal expansion and land purchase; construction manager interviews scheduled

County staff told commissioners on May 19 that design and planning for the airport terminal expansion are proceeding quickly and that the county is negotiating to acquire about 5 acres adjacent to the employee parking lot.
“We're also working with Hayden on acquiring the lot. You should see a contract on that soon, the 5 acres adjacent to our employee parking lot,” County Manager Jay Harrington said. He added the assessor’s office completed an appraisal that staff found helpful.
Staff described a potential payment arrangement tied to a General Improvement District (GID) in the nearby business park. Harrington said the county will review a PILT-style (payment in lieu of taxes) agreement — described in the meeting as a “pilt agreement” — through the attorney’s office to clarify annual payments to keep the GID whole until its obligations are retired.
Commissioners were told interviews with construction managers at risk for the Bridal project are being scheduled; staff said four firms responded to the RFP and that clarifications are being requested because respondents interpreted the scope differently (some bid full project delivery, others bid only preconstruction services).
On staffing, the county manager said airport leadership will be supported through the near-term transition period and that county staff are reviewing backfill options; he told commissioners there should be no drop-off in airport operations in the next five to six weeks while transitions are arranged.
No formal votes or contract approvals occurred during the work session; staff said an executive-session discussion and subsequent agenda items would address any required actions at the regular meeting.
