Pueblo County staff to draft passthrough contract for Pleasant View courts after vendor scope questions

Pueblo County staff told the Board of County Commissioners on June 10 they will draft a passthrough agreement to allocate $255,000 in Conservation Trust Funds to District 70 for work on courts at Pleasant View Middle School, but asked for vendor clarification on whether the bid is for an overlay or for new construction.

County Manager Genesio said the prior board approved $255,000 during the budget process and that District 70 has received a pricing proposal “for an overlay project for Pleasant View Middle School.” She told commissioners the proposal as written appears to be titled a “PT overlay,” but that the bid’s description and exclusions could indicate the county’s in-kind removal is assumed and that the vendor might actually be offering new post-tension concrete courts. Genesio said staff will draft the passthrough contract to keep the project on schedule while confirming the vendor’s scope.

That clarification matters because Parks and Recreation Deputy Director Hopson said her prior experience with similar overlays in the city showed cracking can reappear within a year even after shaving and filling cracks and resurfacing. Hopson told commissioners she had put her foot in existing cracks and had recommended closing courts for safety; she said overlays are “a good option for the budget” but that “within a year or two, it will need ongoing continual maintenance.”

Commissioners and staff discussed the county’s planned in-kind contribution for demolition and removal of existing court material, which reduces vendor costs and can make a full new construction option feasible within the $255,000 allocation. Commissioners asked staff to confirm with the vendor whether the proposal assumes the county will perform removal and whether the vendor will pour new post-tensioned concrete or instead overlay the existing surface.

County staff said the current bid comes in about $20,000 under the $255,000 allocation and would yield four surfaced courts (two full tennis courts and two full pickleball courts with nets), but emphasized that the bid’s title and the contract language must be reconciled before the county signs any agreement. Genesio said she would proceed to draft the passthrough agreement with District 70 and seek vendor confirmation “so there wouldn’t be a delay in the process.”

Next steps: staff will request written confirmation from the vendor about the exact scope (overlay versus new construction) and will return a draft passthrough agreement between Pueblo County and District 70 for the board’s review. No formal contract was signed at the June 10 meeting.
