Patricia Lafore told members the legal office’s rationale is that anonymous complaints “can’t be investigated” and that police misconduct matters have a separate process. She said she had submitted the form as the commission last approved it and will return a redrafted form with legal department edits for commissioners to review by email before the next meeting.
Several commissioners and members of the public pushed back. A public commenter and former equity officer urged the commission to press the city for hotline data and the NDA/settlement timeline, saying those records were overdue. The former officer also said “best practice” supports accepting anonymous complaints — a view that differs from the law office’s stated position, and Lafore said she will provide the legal department’s written rationale when she circulates the revised form.
Commissioners asked that the revised complaint form and the legal department rationale be placed on a future agenda for discussion; Lafore said she will circulate the redraft ahead of the meeting so members can provide written comments in advance and the item can be discussed at the next session. She also reported that hotline data collection and process work are in progress and that NDAs and settlement release work are under review by the law department but a timeline has not been provided.
The commission agreed to leave sufficient time on a future agenda to review the redraft and the rationale for the legal decision. Members requested updates on related items, including the NDA releases, the WPD misconduct records timeline, and whether interview questions for applicants had been formally submitted to staff.
