The commissioners cited Colorado Revised Statute language that requires allocation of undistributed forest reserve account funds to school districts and to the county road and bridge fund. The resolution as read referenced the statutory framework as "Colorado Revised Statute Section thirty-twenty nine-one 101." The board moved and the motion passed unanimously, 3–0.
The payment total, distribution percentages and district pupil counts were read aloud and entered into the record as the basis for the apportionment. Commissioners said the distribution follows the statutory apportionment method by school enrollment.
