Council extends fireworks sale and discharge window in ordinance amendment; council approves change

The Nixa City Council on the reading of council bill 20 25-18 amended city code to expand the authorized period for the sale and discharge of consumer fireworks by adding July 5 to the allowable days. City Administrator Jimmy Liles presented the ordinance and said the change would add July 5 to both the sale and the discharge periods as proposed.
Liles said the current code allows sales from June 20 through July 2 and on July 4 (with specified hours); the proposed change would add July 5 for sales (6 a.m.–midnight) and add July 5 for discharge while retaining the existing discharge hours of 2 p.m.–11 p.m. Liles told the council he had spoken with Chief Wallace of the Mesa Fire Department, who did not raise significant concerns but noted July 4 remains a blackout day for fire staffing.
Councilmembers discussed whether to adopt a fixed "third and fourth" approach used previously or to permit a three-day span in future years to accommodate weekends. Councilmember Aaron Peterson offered an amendment to limit expansion after citizens raised concerns about pets and veterans with PTSD, but Peterson and others agreed to leave the ordinance as written for this reading.
Councilmember Shawn Lucas moved approval and Councilmember Kelly Morris seconded. Roll call recorded four yes votes and the motion carried.
Councilmembers and staff noted a correction in the meeting memo: the discharge hours printed there were incorrect; the ordinance retains 2 p.m.–11 p.m. for discharge.
