Planning and Development Director Scott Gabbi told the council the city had been asked to vacate a right-of-way associated with North Cynthia Drive just south of Catherine Street. He said the area appears never to have been maintained as a public street and currently functions as access and parking for Springfield Marine and an adjacent building’s loading docks.
Gabbi said staff will require retention of an electric easement where underground electric exists, addition of a sewer easement where sewer is present, and an access easement so adjoining properties can maintain current access. He said those measures mean the street will “still look the same as it currently does, but the right of way will be abandoned.”
Gabbi told the council the right-of-way was platted in 1973, that Planning and Zoning received no objections and voted unanimously to recommend approval, and that staff recommends approval. Councilmembers asked whether the city had been clearing the area in snow events; Gabbi said the segment is not on the city’s snowplow list and is effectively maintained by adjoining property owners.
