The motion to open the public hearing passed by roll call. Councilor Long moved to table the matter to Aug. 19; the subsequent roll-call vote on the tabling motion was 9—2 in favor, which the clerk recorded as "9 to 2." Councilors Wood and Steiner recorded the two "no" votes.
Councilors and staff noted the item had been posted on the public meeting portal and in iLegislate; several members said the meeting agenda and workload that night made detailed consideration difficult and that public works staff had been given the wrong signal about tonight's process.
Because the item was tabled, the council did not vote on the ordinance language or any related personnel classification changes. The hearing will be taken up again on the Aug. 19, 2025 docket unless the administration withdraws or amends the proposal sooner.
