Villa Rica to pass GFL’s 4.9% CPI sanitation increase to customers; council studying in-house option

The City Council approved a sanitation rate increase tied to GFL’s contract provision allowing an annual CPI-U adjustment. Amanda Long, interim finance director, told the council GFL notified the city of a 4.9% CPI increase and staff proposed passing that increase to customers. The charge for a primary cart would move from $16.00 to $16.78 and each additional cart from $9.89 to $10.37; the increase would take effect Aug. 1, 2025.
Council discussion focused on service quality and options for replacing GFL. Councilman Warmoth criticized current service standards and asked about progress on an in-house service analysis. Long said the city has engaged a consultant, Maldena Jenkins, to analyze options before the GFL contract expires in 2027 and that staff is awaiting the consultant’s recommendations.
Warmoth said councilmembers and residents have received numerous complaints about GFL service and said an in-house alternative should be a priority. Other councilmembers echoed dissatisfaction with service but noted the city has sometimes had only a single bidder for sanitation contracts in past cycles, constraining options.
Council approved the CPI pass-through motion and stated the increase will be effective Aug. 1, 2025. Staff said they expect to return with the consultant’s analysis of in-house service options and cost estimates for council consideration before the contract expiration in 2027.
