Staff noted impact fees could cover an additional $40,000 if needed. Council moved to accept the recommendation and voted to approve the contract award; the motion passed without amendment.
Council members asked for clarity about which services were included in the fee and whether the city would pay inspectors separately; staff confirmed those distinctions and said a separate recommendation for inspection services will be presented later.
The action authorizes finalizing the design contract with Baxter & Woodman and to proceed with design work while staff finalizes inspection staffing and funding plans.
