County extends HDR contract to finish water tank project after contractor deployment delays

The Caldwell County Board of Commissioners approved a contract extension with consulting firm HDR to continue work related to the county’s water-tank project after the tank contractor fell behind schedule.
County staff said Phoenix, the firm building the tank, was redeployed to other storm-repair efforts during Hurricane Helene and to other infrastructure repairs, which delayed project completion. County staff explained there is a per diem recoup of $500 a day for the contractor delay; the board heard that reimbursement is expected to more than cover the cost of the HDR extension.
Emily (county staff presenter) told the board the completion timeline was being updated and that the county expected the tank to be ready for disinfection and painting by August; the original completion date had been May 4. Commissioners asked whether HDR’s broader system work (water-distribution and pressure analyses) would be included in the extension; staff clarified this extension is limited to the tank project, though future contracting to address distribution issues is planned.
The board moved and unanimously approved the HDR contract extension until the tank project is complete and asked staff for an updated timeline at the next meeting.
