Board adopts rewritten cell-phone policy after public comment on classroom uses

The Natrona County School District #1 Board of Trustees voted to adopt a rewritten board policy 53 76 on student and staff use of personal cell phones and other technology, saying the policy reflects the board’s commitment to “a focused and disruption-free learning environment.”
The change was presented as a rewrite of an existing policy and the revisions were displayed to the board and posted online for review. The board voted unanimously to adopt the policy as presented.
Jim Gunderson, a contractor with Grand Canyon University who said he works college fairs and admissions across Wyoming, urged the board during public comment to consider exceptions that allow students to use phones for QR-code scanning at college fairs and similar events. “When cell phones are not allowed in events like that, it makes our job significantly harder… It also hamstrings the process when we have QR codes,” Gunderson said.
Trustees said the rewritten policy was intended to support focused learning while allowing staff to manage exceptions as appropriate. No specific carve-outs for college-fair use were recorded in the meeting’s presentation; trustees said the revised policy is available online for review.
The motion to adopt board policy 53 76 passed unanimously.
