Superior School District adopts state-aligned grade-promotion policy to meet July deadline

The Board of Education for the School District of Superior on June 9 approved Policy 54.11, a new grade-promotion and retention policy designed to meet requirements in Wisconsin Act 20 and follow a model from the Wisconsin Department of Public Instruction.
Board members said adopting the policy by the statewide deadline was necessary to maintain statutory compliance. The board’s reading of the policy noted that Act 20 (enacted Feb. 2023) requires districts to adopt an early-literacy promotion policy by July 1, 2025; the district’s presentation stated the policy will be implemented on Sept. 1, 2027.
During the meeting a board member moved to approve Policy 54.11; the motion carried on a voice vote. No roll-call tally was recorded in the meeting minutes. The board packet indicated Neola and the district’s legal counsel provided the draft policy aligned with the Department of Public Instruction model.
District officials said the update responds to state law intended to strengthen early literacy through specific promotion and retention criteria. The board did not record substantive amendments to the proposed policy at the June 9 meeting and gave final approval.
The policy adoption was presented as an action item under the policies and rules committee report; related materials were included in the board packet for public review prior to the vote.
