Council asks that park-priority list and community survey be shared with both RFP respondents

Golf Manor Village council members discussed the parks master plan and a priority list for park design that staff said differs in part from the community park survey completed in fall 2023.
The village administrator (name not specified) told the council “this park design list does not match the park questionnaire that was done in the fall of 2023,” and urged that whatever priorities the council adopts be shared with both firms that responded to the request for proposals to preserve fairness in the procurement process.
Council members described items on the priority list that did not appear in the public survey — for example, soccer and football fields, dugouts and splash pads — and asked staff to couple the list with the original survey when soliciting revised proposals from the two responding firms. One council member said they would “be a proponent for football” and argued a large open field could serve both football and soccer depending on striping and scheduling.
Staff said the engineers who responded had additional questions and expected to deliver revisions within two weeks; the administrator recommended asking proposers for a feasibility/cost estimate and three renderings so the village could compare quotes and scope. The council did not make a formal award or adopt a final priority list at the meeting, but members expressed a preference to receive revised proposals and to make a decision at a future meeting.
The council also discussed fairness in the RFP process and asked that JMA and the other responding firm receive the same materials and clarifying information before the village evaluates final proposals.
