Council approves contract with Northeast Energy Advisors; county incurs no direct cost

Luzerne County Council voted to authorize the county manager to execute a contract with Northeast Energy Advisors to assist with commercial energy procurement for county facilities.
Council members questioned whether the county would incur any cost. Nick Vogue told council the contracted advisor’s fees will be paid by energy suppliers or suppliers’ programs and not by county funds. "If there’s any cost there’s no cost to the county," Vogue said. Council members seeking longer‑term procurement options asked staff to consider whether the county could in future manage energy procurement internally.
The resolution passed on roll call 9‑1 with Councilmember Lescavage recorded as the lone no.
Supporters said the brokered process should reduce energy costs for county facilities without upfront county expense; some members urged that staff evaluate a self‑provisioning procurement model in future cycles.
