City Engineer Patton told the council, "We've experienced a rash of emergency rail line breaks and repairs this year," and said the replacement work the city is seeking would be eligible for an 80/20 grant. Patton said the city may need to transfer local funds to cover its share and that those advances could be reimbursed depending on consortium approval.
The action combined two items: an increase in authorized expenditures to cover emergency rail repairs and a resolution (Resolution 113-25) authorizing an application to the Ohio Rail Development Commission. Patton said the expenditure increase includes approximately $14,600 set aside for anticipated 2025 repairs. The council voted 7-0 to adopt the resolution authorizing the grant application.
Council members discussed funding timing and whether the city's rail fund had sufficient dollars; Patton noted that if the city advances monies for the project those funds would be reimbursed later if the consortium approves the reimbursement. The resolution does not itself obligate city matching funds beyond authorizing the application.
Next steps: staff will file the ORDC application and return with any required funding transfers or follow-up items if the grant moves forward.
