Planning commission recommends rezoning for Harvest Ridge Church site expansion

The North Ridgeville Planning Commission voted June 10 to recommend that City Council rezone two parcels on Lorraine Road so Harvest Ridge Church can expand east of its existing campus.
Planning and Development Director Lieber told the commission the proposal would rezone parcel 07-00-024-101-101 (35544 Lorraine Road) and a portion of 07-00-024-101-109 (35600 Lorraine Road) from I-2 light industrial to R-1 residence district. Lieber said the rezoning would correct a —unintended nonconformity— that left part of the church site technically in an industrial zone and make the church building and site improvements a conforming use.
Lieber recommended the commission make a positive recommendation to council, noting the city—s future land-use map identifies the church site as a civic or semi-public use and that much of the church property is separated from the campus by State Route 10. Kevin Crowe, pastor at Harvest Ridge Church, told the commission he has led the congregation for 33 years and said the church would —like to make that property farmland. Just let it be farmland,— when asked about the land across the highway.
During the hearing, the city read the application (PPZ2025-0354) and identified the property owner as Michael Moyes of Dobie Pallets. A resident, Raymond Allison of 35793 Chestnut Ridge Road, asked about plans for the field across the highway; Pastor Crowe said the church—s intent was to preserve that area as farmland.
A commissioner moved to recommend approval of the rezoning application; the motion carried unanimously on a roll call vote of Commissioners Ali, Toth, Schuman and Abens. The commission noted it is a recommending body and the rezoning will next be considered by City Council; the transcript records that one councilmember had already indicated support.
The transcript does not record any conditions attached to the recommendation. The proposal was presented as a way to allow the church—s logical east-side expansion and to resolve split zoning issues; city staff said the rezoning to R-1 would not prevent other nearby properties from being developed for industrial uses in the future.
