City attorney briefs council on four proposed charter amendments for November election

City Attorney Jeff Lewis briefed the Texarkana City Council on four proposed amendments to the city charter and the process for placing the measures before voters on the November uniform election date.
Lewis said the charter requires a review every five years and the four proposed amendments include: (a) adding a mission, vision and values statement for voter consideration; (b) expanding residency requirements for the city manager and city judge to include Bowie County to broaden applicant pools and succession planning; (c) updating the organizational language that assigns municipal clerk appointment authority; and (d) designating the city manager authority to provide a technical adviser to the planning and zoning commission rather than a dedicated planning director as the charter currently reads.
Lewis said the council would be asked to approve an ordinance calling a special election on the November uniform election day, and that the city intends to request Green County (sic) administer the election under a later election agreement. He said judge Sherry Jackson Hawkins and the city manager both concur with some of the proposed changes. Council asked no follow-up questions at the briefing.
If the council gives approval on the ordinance in a future agenda action, each amendment would appear on the ballot for voters to approve or reject on the November uniform election date.
