The speaker, identified in the sign‑in as Nordstrom Hogan, said the apartment has been flooded by the air conditioner for more than a year and that the tenant, identified as Alicia Key, is handicapped and disabled. Hogan told council members the unit may have black mold, that closet doors would not open, a blind needed replacement and a ceiling fan had not been repaired for a year. He said he had taken photographs and offered to share them with staff.
"The air conditioner has flooded the entire apartment. There has been nothing done about it over a year," the speaker said at the podium.
City staff offered to refer the speaker to the appropriate staff member for follow‑up. There was no formal council action recorded on the public comment; the issue was raised during the visitors' remarks period.
