Board allows removal of gate at Piper Boulevard access to Seat to Table parking lot, adds speed bumps and signage

The Collier County Board of County Commissioners authorized removal of a gate at the Piper Boulevard access to the Seat to Table employee parking lot on June 10 and added conditions intended to reduce neighborhood cut‑through traffic.

Planning staff had asked the board to reverse a hearing‑examiner decision that ruled a gate removal would be a ‘‘substantial change’’ to a commercial planned unit development (PUD). Staff recommended the board find the change insubstantial and approve conditions the applicant offered at a Neighborhood Information Meeting: install speed‑reduction tables or speed bumps in the lot, post "authorized personnel only" signage at the gate entrance, and request police presence as needed.

A neighborhood representative testified that removing the gate created a cut‑through that increased traffic and had been associated with several collisions, including one fatality in the area. Staff said Florida Power & Light and contractors had at times removed gate arms to access infrastructure and that the developer had proposed the mitigation measures to address repeated gate damage.

Commissioners debated whether removing the gate would worsen traffic and whether repairs to gate operation could be pursued instead. Commissioner Hall moved to adopt staff's recommendation to treat the change as insubstantial and to impose the speed‑table and signage conditions; the motion passed after discussion. The board did not adopt a new traffic impact study at the hearing; staff said they could explore additional traffic reviews and enforcement options with law enforcement if the neighborhood continues to report problems.

The removal decision permits the gate to be taken down and requires the additional site‑control measures as conditions in the PUD.
