Committee weighs shuttle or 'trolley' options to boost downtown access during construction

Port Orchard committee members spent a sizable portion of the meeting exploring whether a downtown shuttle or trolley could improve access and attract visitors during construction periods and beyond.

Council member Fred Chang and Erica Anderson of the Port Orchard Farmers Market argued that a shuttle or branded trolley could increase foot traffic and provide an accessible link between remote parking, the farmers market and the waterfront. Erica Anderson said she has studied the bus lines and expressed concern that existing service does not adequately serve Sydney Avenue and downtown arrivals during market hours.

Committee members identified several possible approaches: partner with a regional transit provider (Pierce Transit or Kitsap Transit), pursue a seasonally focused tourist trolley like Gig Harbor’s example, or explore privately funded operation with public operation support. Josh Johnson, who works as the city’s public information officer on contract, recommended strong branding — calling a vehicle a “trolley” rather than a generic shuttle — to increase appeal.

Speakers also noted past efforts: a limited trolley-style run several years ago was expensive and ultimately discontinued, and any future program would need a realistic funding and operations plan. Committee members asked staff to collect facts, including how Gig Harbor and Pierce Transit structure operations and funding, and to return with a wish list of hours, stops and potential partners.

The committee did not adopt a shuttle program; members asked that the topic return to a future meeting for more detailed planning.
