Council and staff discussion focused on implementation steps and the operational capacity needed to maintain the asset‑management system.
The council requested minor textual edits to the resolution: correct references to the approving body (change “water system board” to “town council”) and to revise language about rate authority so it refers to “rate changes” rather than an unconditional obligation to increase rates. Staff agreed to make those scrivener edits before finalizing the resolution language for the town record.
Councilmembers emphasized that adopting the plan does not immediately change rates and that a separate rate‑setting process and public hearings will follow. Staff noted the plan will help the town apply for water‑system grants and will inform a subsequent rate study and budget decisions.
Vote: unanimous — council approved the resolution with the requested textual clarifications.
