The recommendation said the proposed use conforms with the 2024 master plan and zoning ordinance bulk regulations, and staff judged it would not significantly impact traffic or adjacent properties. Committee members asked whether additional council approvals would be required when terminals are installed; staff said the zoning amendment and planned-use approval are required first, after which the applicant must submit a video-game terminal application reviewed by community development, the city clerk's office and the mayor, and must also meet requirements of the Illinois Gaming Commission.
A motion to approve the amended land use, with staff conditions and the cited licensing and revenue requirements, passed on the committee roll call.
The committee record shows that annual proof of the food-and-beverage revenue threshold must be provided at each video-game license renewal. Staff also confirmed that the city code does not set a cap on the number of licensed facilities citywide; the ordinance change permits six terminals specifically at the Global Brew location.
The ordinance amendment will move forward to the full city council for final action as required by municipal procedure.
