Roswell committee awards two stormwater pipe task orders totaling $351,729

Roswell — The City of Roswell Mayor and Council Committee on June 10, 2025, unanimously approved two task orders for stormwater infrastructure work: a not-to-exceed $146,225 award to Utility Asset Management Incorporated for work on North Meadow Parkway and a not-to-exceed $205,504 award to Gradeco Incorporated for work on Spring Creek Road.

The actions came during a brief committee meeting chaired by Jeff Leatherman, senior vice president for community services. Staff presented the scope, estimated costs and bid results; the committee approved both awards by voice vote with all members present voting in favor.

Staff member Brian Watson described the North Meadow Parkway project as a restoration of about 300 linear feet of 72-inch corrugated metal pipe and about 25 feet of 90-inch corrugated metal pipe. "This is actually the top project on our CIP list for stormwater. So we're excited to get this done," Watson said. The city solicited bids from prequalified stormwater contractors and received four responses for that scope ranging from $146,225 to $198,250; the committee approved the lowest bid, Utility Asset Management Incorporated, not to exceed $146,225.

For the Spring Creek Road project, Watson said the work will replace failing 18-inch and 30-inch corrugated metal pipe, catch basins, junction boxes and a headwall with reinforced concrete pipe. The city received four bids for that project, ranging from $205,504 to $271,550, and selected Gradeco Incorporated for a not-to-exceed award of $205,504. During the presentation Mayor Kurt Wilson confirmed that the plan is to install reinforced concrete pipe (RCP) in place of corrugated metal pipe (CMP).

Both items were moved, seconded and approved on voice votes: the minutes approval and the first task order were moved by Council member David Johnson and seconded by Council member Sarah Beeson; the Spring Creek Road task order was moved by Council member David Johnson and seconded by Council member William Morthland. The committee recorded the approvals as passing unanimously by the members present. Alan Sells was absent and excused.

The committee meeting is an informational proceeding under the city's ordinance establishing the committee; it is not a public hearing and does not take public comment unless specifically authorized. The projects were described as top priorities on the city's Capital Improvement Program (CIP) stormwater list. The meeting adjourned after the two items were approved.
