Staff recommended and the committee approved Amendment No. 2 to an intergovernmental agreement between the city and the county to allow access to a long‑vacant parcel on the northwest corner of Randall Road north of Main Street.
Staff explained the corner lot was rendered inaccessible when the intersection was widened in 2006 and that lack of access has contributed to the parcel remaining vacant. Under the proposed amendment the county would permit a re‑established right‑in or right‑in/right‑out access at a location set further from the intersection; constructing a right‑out would require median work and left‑turn lanes on the southbound approach and is likely to be more complex.
All construction obligations and improvements would be the responsibility of the property owner or future developer, staff said. The agreement includes a provision that the city will add written notice regarding the county’s transportation impact fee requirement into city permit application materials so applicants are aware of potential county fees and credits; the city will not require proof of payment before issuing city permits, staff said.
A motion to approve the amendment passed on roll call.
