The Board of Supervisors waived reading and introduced an ordinance to amend section 2.92.04 of the county code to clarify administrative oversight of appointed individuals who temporarily fill elected offices.
County staff explained the amendment closes a gap in a recently updated ordinance by stating that appointed-elected officials — that is, individuals appointed by the board to serve in positions that are otherwise elected — will be considered appointed employees for purposes of administrative oversight and therefore will report to the County Administrative Officer until such time as they are elected to the office by voters.
A supervisor asked whether the change affects the authority of an appointee once the position is filled by election; staff clarified that once an individual is elected through the normal electoral process, that person would cease answering to the CAO in the same manner. The ordinance introduction passed on a 5-0 vote; introduction waives reading and places the ordinance on the calendar for subsequent adoption steps.
The change is administrative and intended to align oversight responsibilities across appointed positions and clarify reporting lines in the county code.
