The Hastings City Council voted 7-0 to pass Ordinance No. 4,800, which amends the Hastings City Code to establish an additional council work session and to create a State of the City address provision.
Jesse, staff member, said the change is primarily housekeeping to reflect recent practices and to place the provisions on the city code website. “This has been discussed now, a couple of different occasions. So there's cleaning as a house cleaning matter, to get it onto the city, code website,” Jesse said.
Councilmembers discussed procedural questions about taking both votes (passage on first reading and then suspension of rules to adopt on final reading). The mayor and council proceeded with the two-step process: approval on reading followed by a motion to suspend the rules and adopt on final reading. Both votes passed 7-0.
A councilmember commented on the transparent way the council handled the boundary-expansion discussion earlier in the meeting and said, in reference to the code change process, that they were tired of being accused of being “sneaky” and appreciated the transparency. The ordinance was adopted on final reading after suspension of the rules and was recorded as passed 7-0.
