The Hastings Planning Commission on May 20 recommended the preliminary plat for Cedar Park Subdivision, a residential development proposing 58 total dwelling units across townhomes and multifamily buildings, and forwarded the recommendation to City Council.
Amber, a planning staff member, summarized the proposal by Hoppe Development: the preliminary plat would create 12 lots—lots 1 through 10 planned for townhome units (10 townhome units on those lots) and lots 11 and 12 for multifamily buildings, with four multifamily buildings of 12 units each, for a total of 58 units. Townhomes would access South Cedar Avenue while the apartment buildings would access East D Street.
Staff told the commission the area is designated medium-density residential on the Future Land Use Map, with an intended density of 15–17 dwelling units per acre; Amber said this proposal is “right about at the 15 dwelling units per acre” consistent with the R3 zoning that the council approved during earlier actions. Amber also noted the council previously approved a plan modification for TIF funding for the area and rezoning to R3 in 2024.
With no public opposition at the hearing, Commissioner Jody moved to recommend approval and the motion passed 7–0. Staff said infrastructure and access were adequate and that the preliminary plat conforms to the zoning regulations and the comprehensive plan’s density expectations.
The recommendation advances the project to City Council for final approvals and any required TIF or development-agreement steps associated with the earlier plan modification.
