Heather Sweet, director of customer experience for the city of Spokane, told a District 2 town hall meeting that Spokane 311 is the centralized customer‑service intake for the city and supports eight departments directly.
"If you submit a parking or park maintenance request, it doesn't even go into my team," Sweet said. "It will go right to parks and parks will look at it and then work with their maintenance crew to address that concern." She urged use of the Spokane 3‑1‑1 app and spokane311.org for faster routing.
Sweet said common service requests handled through 311 include utility billing, solid waste, potholes, parks maintenance, parking enforcement, code enforcement and unauthorized camping reports. She told residents the system creates a case for the responsible department and that callers who provide an email address receive an initial confirmation and status updates as a case progresses. "If we have an email on file for you, you will get an initial email letting you know your case has been opened," she said.
Sweet cautioned that 311 is not a substitute for SPD crime check and that some matters — "trespassing, things that are crimes" — should be referred to police. She described typical response timelines: some issues can take months because department crews must be scheduled and there are large case volumes.
On duplicate reports, Sweet said the 311 system will usually consolidate calls into an existing open case and that callers can be added as complainants to get notifications on updates. She also described an account option: residents who create a Spokane 3‑1‑1 profile and submit requests through the portal can view all their requests online without relying on email or phone follow‑up.
Residents asked whether 311 provides text updates. Sweet said the system currently uses email for automated notifications and phone callbacks for status checks; there is no text‑messaging update option now. She also said the city is updating the 311 app and website to improve self‑service functionality.
The city encouraged residents to choose the appropriate number for crime matters versus service requests and to use the self‑service portal when possible to speed routing to the correct department.
