Council approved a motion to set a special meeting for the appointment; the calendar reference in the discussion placed the meeting on the Tuesday after the next scheduled meeting. The council and staff emphasized that items requiring counsel would be deferred until legal advice is available and that essential administrative functions would proceed with the understanding that counsel would be present at the special meeting.
No appointment was made on May 27; the council only scheduled the special meeting to consider an interim appointment. The council approved tabling agenda items that could not safely be discussed without legal advice.
