Sumner staff to place AWC voting-delegate appointments on next meeting after council volunteers selected

City staff asked the Sumner City Council on June 9 to identify voting delegates for the Association of Washington Cities (AWC) annual business meeting in Kennewick. City Administrator Jason Wilson reviewed Council Rule 21.2 and explained the council must designate voting delegates and alternates during a public meeting.
Wilson said the registered attendees included Mayor Hayden, Deputy Mayor (variously named in the discussion), Council Member Alpers and Council Member Reinke, along with staff. He described the typical AWC votes as elections for the AWC board and occasional bylaw updates. “You don’t have to be in lockstep,” Wilson said; delegates represent the city but each may vote independently.
Council members volunteered informally during the study session. One councilor said they would serve as a voting delegate if no one else volunteered; another volunteered to be the alternate. After confirming volunteers, Wilson said, “I will prepare the agenda bill for next week. The motion will be to appoint you three as voting delegates and Council Member Rehnke as the alternate.”
Staff noted that voting delegates may also participate virtually and that the council’s rules encourage rotating the opportunity to serve as a delegate. The formal appointment will be on the council agenda for next week; no formal vote was taken during the study session.
