Streetscape update: EDC to route easement documents to city attorney for property dedications

Staff said design work with Ardera and Kimberly Horn is nearly finalized; the remaining step is preparing easement or dedication documents for private property owners where raised decks will sit. The raised decks are intended to be public pedestrian areas on private property, and staff said draft easement language must clarify access and maintenance responsibilities.
Staff reported Ardera’s scope did not include easement coordination and that the city attorney will prepare the documents to present to individual property owners. Staff said property owners will not be asked to maintain the decks and that the structures would not be physically attached to the buildings. No significant owner pushback has been reported to date, staff said.
Board members asked for notification if any owners object. The board did not take formal action; direction on the record was to have staff work with the city attorney to produce the easement/dedication documents and begin owner outreach so final design documents and a bid schedule can be completed.
