Presenter Tilly told commissioners the plan’s phase‑1 package focuses on downtown locations along Liberty Street and Eva Street and that the phase‑1 estimate is about $450,000. Staff also presented an option to complete all phases together; the total project estimate shown in the packet was near $900,000. The cost estimates and consultant fees were prepared by Merge, the consultant named in the packet.
Board members discussed procurement options. Staff said using Sourcewell — a cooperative purchasing contract — would allow the city to avoid a full bidding process and could simplify contractor selection; Merge would assist with selection and construction administration if the EDC chooses that route. Staff noted Merge’s cost estimates are preliminary.
Finance staff (Mary Anne) said a small consulting line item exists in this year’s EDC budget but that the project will require additional budget planning and a formal public‑notice process. Mary Anne reminded the board that extending funds requires two postings and a public hearing before the money can be committed.
Commissioners flagged two implementation risks: (1) TxDOT reviews and approvals may require design or placement changes on signs located adjacent to state rights‑of‑way; and (2) change orders or rebidding would be required if TxDOT asks for substantial changes. Staff said Merge has past experience working with TxDOT and hopes to limit scope changes but that any TxDOT‑requested modifications may raise costs.
Board direction: staff was asked to pursue Sourcewell pricing and to confirm Merge’s construction‑administration scope and fee. Staff will also prepare public‑hearing notices and firm cost estimates to support a budget request to City Council if the EDC decides to proceed.
