Bonner County approves juvenile detention record destruction, surveillance upgrade and clinician funding

The Bonner County Board of Commissioners on June 10 approved three Justice Services items: destruction of specified temporary juvenile detention records older than 2022 under Idaho law, payment for a surveillance system upgrade, and a memorandum of agreement that secures state funding to continue a clinician position at the juvenile detention center.
The board approved a resolution authorizing destruction of paper records held by the juvenile detention facility that had been retained as temporary records for at least two years. Justice Services staff cited Idaho Code and legal review in recommending destruction of paper copies of earlier records while retaining electronic records. A public question confirmed that grievance records would remain available electronically even after paper copies are destroyed.
The board also approved payment of $46,791.37 to InTektel for Phase 2 of the detention center’s surveillance replacement project. Justice Services staff said payment will come from the probation services FY24‑25 budget (account 66017‑900, cigarette tax carryover) and that staff toured the completed Phase 1 work and found it well performed.
Finally, the board approved a memorandum of agreement with the Idaho Department of Juvenile Corrections that provides $35,968 for fiscal year 2025‑26 to defray part of the salary for the detention clinician employed at Bonner County Juvenile Detention Center. Justice Services staff said the clinician project began as a statewide pilot about 15 years ago, expanded to clinicians in every detention center and was credited with improving access to community services and reducing recidivism; the county’s clinician position is otherwise funded through juvenile corrections act funds.
Each item was presented by Justice Services staff, supported by legal and auditing review, and approved by roll call vote.
