Weber County adopts first readings to clarify Cobay Branch and Eagle Crest development agreements

The Weber County Commission approved first readings on June 10 of ordinance 2025-11 and ordinance 2025-12 to amend development agreements for two residential projects, Cobay Branch and Eagle Crest.
County planning staff presented the amendments as site-specific clarifications to roles and responsibilities for both the developer and the county. The updates are intended to make future requirements and enforcement clearer for whomever develops the properties.
Charlie Ewart, county staff, said the ordinances mirror the publicly posted development agreements and were prepared after a public hearing the prior week. Commissioners then moved and seconded approval of each ordinance’s first reading; roll-call voting was recorded and each ordinance carried.
One commissioner used the Eagle Crest motion to praise developer John Lewis: "He is not self serving, who is a man of character, kindness. He knows how to treat people well. He knows how to treat our staff well. He's a giver," the commissioner said, adding the amendments should make expectations clear for future developers.
Both ordinances received aye votes from commissioners present at the June 10 meeting. The items will return for subsequent readings as required by county ordinance procedures before final adoption.
