County seeks permission to pursue EPA Brownfields assessment grant to study up to 18 sites

Harnett County staff on Monday asked the Board of Commissioners for permission to pursue an EPA Brownfields assessment grant that would fund assessments of 15 to 18 sites across the county and provide for up to eight Phase II investigations should sites require further study.
"We'd like to seek your permission to pursue a EPA Brownfield grant, in conjunction with Terracon," Stephen Barrington, county staff, said. He described the award as non-matching. "It is not," Barrington said in response to a question about matching requirements; a commissioner added, "A 100%." Barrington said the county will not know whether it is awarded until May 2026.
Why it matters: Brownfields funding would allow the county to inventory, assess and — where needed — undertake further environmental investigation of potentially contaminated or underused properties, information that can inform redevelopment and cleanup priorities.
Action taken: The board agreed to add the grant application to next week’s consent agenda so staff can file the application pending formal board approval; no award decision has been made (award expected May 2026 if successful).
