The High Plains Child Protection Court ordered genetic testing for a man identified by the mother as a potential father in the Debbie Jones case and set immediate drug‑testing requirements for the mother because of prior concerns about methamphetamine. The man, identified on the record as David Luis Murphy of Midland, said he did not know whether he was the father but agreed to genetic testing.
DFPS pharmacy specialist Charlene Yumena and counsel reported they obtained contact information for Murphy and that he requested genetic testing. The court ordered staff to file the paternity petition and arrange a genetic test; DFPS was instructed to provide Murphy with paperwork about applying for court‑appointed counsel if he seeks representation.
The court also ordered mother Carrie Jones to provide a supervised urine analysis (UA) by 4:00 p.m. the next day because she had not yet produced a negative UA; the judge required masks and gloves during an upcoming in‑person two‑hour visit as an interim safety measure. The judge said if the UA returned positive for methamphetamine, in‑person visits would be stopped until a negative test is obtained; virtual visits could continue. Charlene Yumena confirmed the child was placed with maternal aunt and uncle and that visits currently occur on Thursdays.
The court ordered the department to continue as temporary managing conservator, ordered the service plan as a court order, and scheduled an initial permanency hearing for Oct. 7, 2025.
