City to hire Neil Schafer for TAP project CNI; low bids come in well under budget

Staff said the project is funded through a Metropolitan Planning Organization (MPO) grant that reimburses about 80% of eligible costs, and that ALDOT requires a preapproved engineer to review and approve the mandated cost estimate. Staff said the municipality came in well under its $1 million budget when bids were opened: the low bidder returned a price in the mid-$600,000s.
The staff presentation said the bid-opening for contractor award will occur in about two weeks and that a formal award will follow the normal procurement process. No contract award vote occurred during the work session; staff said the matter will appear on the formal agenda.
Staff declined to provide the low bidder’s name during the work session; the presentation focused on the consultant requirement, ALDOT review steps, and the cost differential between the engineer’s approved estimate and the low bid.
The city said it will present bid results and the award recommendation at the upcoming meeting.
