Council told HCL Contracting low bidder for annual resurfacing; $33,114.43 transfer planned

City staff told the Fairhope City Council work session that four bids were received for the city’s annual resurfacing contract and that the low bidder is HCL Contracting LLC.
Staff recommended awarding the contract to HCL Contracting LLC for $533,114.43, above the $500,000 line item budget. Staff said the city’s finance office identified $33,114.43 in Rebuild Alabama gas-tax funds to transfer to the resurfacing account to balance the fiscal year budget.
The presentation listed several streets planned for resurfacing, including an extensive resurfacing on Rock Creek and South Boulevard — the council was told South Boulevard’s work covers more than a half-mile. Staff said resurfacing in that area will ramp up as the pavement reaches the age for larger resurfacing projects.
No council vote occurred during the work session; staff indicated the recommendation will appear on the formal meeting agenda for approval.
Staff offered to answer questions about the list of roads and the budget transfer.
