DIAB approves nonbinding work plan for 2025–26, schedules fall meetings and plans retreat

The Disability Issues Advisory Board approved a nonbinding work plan for the 2025–26 school year at its June 9 meeting and set its regular meeting cadence to the third Tuesday of each month at 6 p.m., beginning Sept. 16, 2025.
“These were suggestions. They may end up changing,” Vice Chair Smith said while outlining proposed monthly topics that include a deep dive on Board Policy 1700, subcommittee reports, capital improvement plan presentations, budget discussions and an annual report. The board approved the draft work plan for submission to the full Board of Education as a nonbinding schedule, with the proviso that meeting topics can be adjusted during the year.
Vice Chair Smith walked the board through a proposed monthly schedule: September—review district and school goals and begin policy work; October—focus on policy 1700; November—follow up on HR recommendations; December—community engagement practices; January—capital improvement plan presentation; February—begin budget discussions; May—finalize material for the annual report; and June—annual report presentation. Subcommittee reports are a standing item at every meeting.
Board staff cautioned that a retreat or any meeting that meets quorum would be subject to the Maryland Open Meetings Act and must be noticed publicly. “This may have to be an open meeting,” board staff said, advising leadership to coordinate logistics and public notice if the board holds a retreat or work session while a quorum of members is present.
Members discussed onboarding for new appointees and asked staff to provide access to shared documents and an orientation packet over the summer. Board member Brown and staff agreed to work on dates for an orientation or retreat before the start of the school year, subject to public‑meeting notice rules.
The board approved the work plan without objection and directed the chair and vice chair to present the plan at the Board of Education session later in June. DIAB members noted that the approved plan is nonbinding and can be revised as needed during the school year.
