The Panama City Commission on June 10 authorized a task order with Dewberry Engineers, Inc. for construction engineering and inspection (CEI) services on the Glenwood Community Development Block Grant – Disaster Recovery (CDBG-DR) restoration project, not to exceed $359,840.
Public works staff and the city manager explained that the federal CDBG-DR grant requires CEI for this type of infrastructure work and that the grant funding will cover CEI costs. Commissioners discussed CEI roles; staff noted the design engineer commonly performs CEI because they are most familiar with project details. The commission recorded a unanimous roll-call vote in favor of the task order (Commissioners Hughes, Lucas, Granger, Street and Mayor Branch).
City staff explained the value of CEI for as-built documentation of underground utilities and for updating the city’s GIS records. Public works said the city maintains an in-house CEI team but that the grant-funded work made using the design firm for CEI the preferred option for this project.
The task order will be administered by the public works department and is a grant-funded portion of the Glenwood restoration effort; Dewberry’s scope and the not-to-exceed figure are in the packet.
