Commission directs staff to begin notice for charter-review committee; formal resolution due in July

City Attorney Nevin Zimmerman briefed the commission on the history and purpose of a charter-review process and asked for direction to begin the procedure to form an advisory committee. Zimmerman noted the city charter has not had a formal review since 1967 and that changes in state law since then mean a review could identify items better handled by ordinance or reframe local governance questions.
Commissioners voted to begin noticing for a charter review committee and to ask staff to return at the July meeting with a draft resolution and suggested ground rules for the advisory body. The committee would be advisory to the commission; if created, appointments would be made by the commission and staff would be available to the committee for research and background. The motion to begin notice and return with a July resolution passed 5-0.
City staff said, if the commission desires, applications and nominations could be accepted in advance so appointments could be considered when the resolution is presented in July.
