Summary
The Panama City Commission on June 10 adopted Ordinance 32-65 to permit golf carts to travel on or cross streets in Candlewick, Glenwood, Forest Park, Lake Huntington, Liberty and Downtown North and to require child safety restraints for young riders.
The Panama City Commission voted unanimously June 10 to adopt Ordinance 32-65, which expands where golf carts may travel in the city and adds a child passenger safety requirement.
Under the ordinance the Candlewick, Glenwood, Forest Park, Lake Huntington, Liberty subdivision and Downtown North areas are added to the city code provisions that allow golf carts to operate on or cross streets within those neighborhoods. The ordinance also includes a requirement for child safety restraints for children 5 years of age or younger.
City staff recommended final reading of the ordinance and provided a map of the newly covered areas in the meeting packet. No members of the public spoke during the hearing; commissioners moved directly to a vote. The roll call recorded a 5-0 vote in favor (Commissioners Hughes, Lucas, Granger, Street and Mayor Branch).
The ordinance was read into the record and codifies the map and the vehicle and child restraint requirements in the municipal code. Implementation will be handled by the city’s traffic and code enforcement staff under existing local traffic authority.
The change follows earlier amendments to the golf cart section of the municipal code; the full text and the map are available in the commission packet and on the city website.
The commission made no additional changes to the proposal at the final reading. The ordinance takes effect as provided in the text.
