The Lewiston Planning Board on May 12 voted to send a favorable recommendation to City Council to change the zoning of the front portion of 277 River Road and all of 287 River Road from rural agricultural to industrial, a move the applicant said is intended to allow construction of a steel building for industrial, storage and office use while keeping the existing house on the property.
Shelly Norton, Deputy Director, presented the application and the map to the board, showing that part of the 277 parcel is already zoned industrial, that industrial zoning exists across River Road, and that the rear portion of the subject property along the river would remain resource‑conservation if the front portion is rezoned.
Applicant Brian Langley, of 3 Commons Drive, told the board he plans to “put a steel building up, storage, office use” and said he intends to keep the single‑family home and either occupy or rent it while developing the front portion for industrial use. Norton said the application included an analysis showing conformance with the comprehensive plan and that the clerk’s office had verified the petition signatures.
Board members asked few substantive questions; Norton and the applicant said the requested change would make zoning along River Road more continuous by extending the industrial district across the front of the two parcels. Because the matter was a public hearing, the board opened the floor for comment and received none.
A motion was made under Article 7, Section 4 and Article 17 (section cited in the application) of the zoning and land‑use code to send a favorable recommendation to City Council. The roll‑call vote was unanimous in favor.
The planning board’s action is a recommendation; final authority for the zoning change rests with the Lewiston City Council, which will consider the board’s recommendation at a future council meeting. If the council approves the rezoning, the applicant may pursue permitting for the proposed building subject to applicable site‑plan and building permit reviews.
