Clinton County approves June appropriations and transfers including highway equipment repairs and Parkview roof funding

Clinton County Council approved a slate of additional appropriations and transfers at its June meeting, covering reimbursements, a large highway equipment purchase and emergency repairs, and a not-to-exceed roof repair for the Parkview Home.
Among items the council approved 5-0 were: a reimbursement to the sheriff’s office for $527.58; $20,000 from cash balances for annex storage tied to courthouse office moves; an EMS reimbursement of $99.98 for clothing-allowance overage; a highway line item transfer to acquire a tractor with a boom arm (listed at $355,046.17 from local road and street funds); and an appropriation request to cover major equipment repairs in the highway department. Highway staff reported two major failures requiring large repairs: a vacuum mechanism repair of about $58,000 and a tractor transmission repair of roughly $63,000; the department requested an appropriation of $150,000 to cover repairs.
Other appropriations and reimbursements approved included a $1,159.09 reimbursement to the correctional facility for inmate-caused damages, various Trex/collections totals to probation and community corrections (totaling several thousand dollars across items), and a $37,560.31 reimbursement from Wildcat Solid Waste District for one quarter of payroll the county processes on its behalf.
The council also approved transfers to create moving expense line items in several department budgets (auditor, recorder, prosecutor, area plan commission, commissioners, surveyor, health department) and a transfer within the sheriff’s office payroll lines to reflect a lieutenant-to-deputy reclassification. The auditor’s financial report and budget status were acknowledged as received.
Finally the council approved a not-to-exceed $15,000 appropriation from the capital development fund for repair of the Parkview Home roof and to replenish spare roofing tile stock; the motion passed 5-0. Council members directed that the funds come from the capital development fund and gave the department flexibility to proceed within the authorization.
Next steps: departments will execute approved transfers and repairs; highway and facilities staff to proceed with repairs within authorized appropriations and report back as needed.
