Speedway approves test drilling, $80,000 in consulting and drilling to assess water at junior high

The Speedway Town Council on June 9 approved a right-of-entry agreement with Speedway Community Schools and authorized hydrogeologic testing and drilling contracts to determine whether the junior high property can support a new production well.
Town staff said the school board approved the school’s side of the agreement May 13. Under proposals presented to the council, Egon Associates Inc. will provide hydrogeologic consulting services for $61,109.20 and Baston Logan Water Services will perform drilling for $19,000. Grant Kleinhines told the council the combined total is about $80,109.20 and that the work is within the amount budgeted for well testing in the 2025 budget.
Kleinhines said the work will include two 6-inch test wells drilled on school property in locations chosen to avoid the track and football field. The right-of-entry agreement covers access for that testing only; the town will negotiate any future lease or production-well agreements with the school after test results are in.
Kleinhines said staff hopes to complete the test drilling and consulting before school resumes in August, and that the project will inform longer-term plans to replace aging wells and to site new production wells if the tests are successful. The council voted 4-0 on both the right-of-entry agreement and the hydrogeologic proposal.
