Trustee Patino explained the work is intended to provide accessibility for a resident who needs a ramp; the ramp will be placed adjacent to — not directly over — the stormwater drainage pipe within the easement. Planning and building staff clarified that excavation for footings must be done by hand where required and that the building department will not issue a permit until documentation shows the pipe will not be disturbed. If construction would directly impact the pipe, the applicant must revisit the design.
