Assembly awards multiple road service-area contracts after procurement

The Kodiak Island Borough Assembly on June 5 authorized the borough manager to execute several road service-area contracts for 2025 work, awarding contracts to Brecken Construction LLC and AIM Maintenance LLC after a competitive bidding process.
Staff reported that existing road service-area contracts had expired and that staff worked with service-area boards to prepare updated contracts. Invitations to bid were issued and advertised per KIB procurement code; a mandatory pre-bid meeting was held and multiple bidders attended. For the Women’s Bay Road service area, the lowest responsive bidder initially declined the award and Brecken Construction LLC agreed to perform the work; the assembly authorized the manager to execute contract FY2025-58 with Brecken Construction.
For Service Area Number 1 and several other road service areas (Monashka Bay, Bayview Road), AIM Maintenance LLC was the lowest responsible bidder on multiple contracts and the assembly authorized execution of FY2025-59, FY2025-60 and FY2025-61 with AIM Maintenance LLC. Each contract approval passed by roll-call vote, recorded as 5-0 in favor.
Project manager Cody Allen was available to answer technical questions during the discussion; staff noted service-area boards recommended contract awards and the procurement process complied with code advertising and bid deadlines.
