Robert Young, described as a North Falmouth resident and former committee member, urged the town to seek an operating agreement that balances a base rent that protects bond payments with revenue-sharing beyond a reasonable threshold. “I would look at something that would have a base continuing with that $400,000 range,” Young told the board, and suggested a roughly 50/50 split of surplus above thresholds to allow both the operator and the town to benefit.
Other interviewees recommended short‑term improvements such as adding water on remote holes for older golfers, a ranger to move groups along, better cart paths and clubhouse upgrades. David Holmes suggested safety measures such as a thunderstorm warning system for the Osprey nine and additional water stations on long holes.
Committee members noted the course carries an annual bond payment; a candidate estimated the town’s annual bond payment at about $610,000 and said recent revenue under an operator agreement produced a combined base and revenue share near $1 million to the town in peak years.
After public interviews, the board voted unanimously to appoint Robert Young to the Golf Advisory Committee for a term ending in June (term year not specified in the public minutes). The board and candidates discussed an expected reissue of the RFP in the spring, likely April, and several applicants urged a shorter contract term than previously proposed, with several suggesting 10 years rather than 25 years to limit long-term uncertainty.
Board members thanked applicants for their interest and said the upcoming six to 12 months will be critical as staff and the committee refine an RFP and evaluate potential operators.
