City awards lead service-line replacement bids; project funded by state revolving fund with loan forgiveness

The Dickinson City Commission approved a bid award and engineering task orders May 20 for the 2025 lead service-line replacement project, covering 29 service lines from curb stop to the building water meter.
City engineering staff reported two bids were received at a May 7 opening. The low bid totaled $310,240 against an engineer’s estimate of $335,650, a roughly 8% difference. The project scope covers replacement of services from the curb stop to the water meter; staff noted other lead lines that run from the main to the meter remain on the inventory but are not part of this contract.
Engineering services to support construction were approved on a not‑to‑exceed basis. A task order with Apex Engineering was approved for design and construction engineering services (hourly, NTE $67,000). Staff said all eligible costs for the project are covered by the Drinking Water State Revolving Fund loan the city received in 2024, which includes a 75% loan forgiveness provision for lead service-line replacement work. The bid award is contingent on final approval from the North Dakota Department of Environmental Quality or other applicable state reviews.
City engineering staff recommended award and the commission voted to approve the bid and associated engineering task order.
